COMMUNITY EFFECTS ON REMAINDER PARCEL VALUATION

A BEFORE AND AFTER APPRAISAL STUDY WAS MADE OF REAL PROPERTY ACQUIRED FOR A HIGHWAY RIGHT-OF-WAY, WHERE ONLY A PORTION OF THE WHOLE PROPERTY WAS NEEDED LEAVING THE REMAINDER IN PRIVATE OWNERSHIP, IN LA MESA AND EL CAJON, THE SAN DIEGO SUBURBAN AREA. BEFORE THE FREEWAY CONSTRUCTION, LA MESA AND EL CAJON WERE APPROXIMATELY EQUAL IN TERMS OF A DESIRABILITY SCALE. EL CAJON, BEFORE THE ERA OF URBAN EXPANSION, WAS A MINOR MARKETING CENTER FOR THE SURROUNDING AREA. THE LOCATION AND ENVIRONMENT IN LA MESA, IN CONNECTION WITH THE MERGING OF TWO FREEWAYS, MADE IT A MUCH MORE DESIRABLE LOCATION FOR A MODERN SHOPPING CENTER, AND THIS ENDED THE RETAIL DOMINATION OF EL CAJON. BECAUSE OF TOPOGRAPHY, EL CAJON MAY HAVE GOOD CHANCE FOR INDUSTRIAL DEVELOPMENT. LA MESA HAS BECOME A TYPICAL MIDDLE-CLASS BEDROOM COMMUNITY. EL CAJON ATTRACTED RESIDENTS WHO DESIRED LOWER-PRICED HOMES SINCE ITS FLAT LAND REDUCED LAND DEVELOPMENT COSTS. A MONOGRAPH TECHNIQUE WAS UTILIZED IN THE PILOT STUDY WHICH IS A METHOD UNSUITED TO THE PRESENTATION OF EVIDENCE IN COURT PROCEEDINGS. THESE INVESTIGATIONS SHOWED THAT DAMAGE-BENEFIT APPRAISAL IS AN ART STILL IN ITS INFANCY.
