ALTERNATE ENERGY DEVICES AND THE EFFECT ON GENERATION OF HIGHWAY USER REVENUE

THE TWO INDUSTRIES WITH THE GREATEST VESTED INTEREST IN THE AUTOMOBILE ARE THE AUTOMOBILE MANUFACTURING INDUSTRY AND THE PETROLEUM INDUSTRY. A REVIEW IS MADE OF PROPOSED NEW DESIGNS TO DETERMINE THEIR ECONOMIC EFFECTS, PARTICULARLY ON FUEL TAXES. CHANGE IS LIKELY TO BE EVOLUTIONARY RATHER THAN REVOLUTIONARY. VEHICLE MANUFACTURERS APPARENTLY PREFER TO MODIFY AND UPGRADE THE INTERNAL COMBUSTION ENGINE RATHER THAN DEVELOP A NEW ENERGY SOURCE. THE STRATIFIED CHARGE ENGINE DEVELOPED BY FORD EMPLOYS LEANER FUEL MIXTURES AND UNIFORM COMBUSTION, WHICH SUBSTANTIALLY REDUCES POLLUTANT EMISSIONS. A SIDE BENEFIT IS 20--30% MORE EFFICIENT USE OF FUEL. SHOULD VERY LOW EMISSION VEHICLES BECOME A LEGAL REALITY, THE PETROLEUM INDUSTRY WOULD UNDOUBTEDLY OPT FOR THE STEAM ENGINE, WHICH USES PETROLEUM FUELS, RATHER THAN FOR THE ELECTRIC. IN ADDITION TO ITS PRESENT TECHNICAL DRAWBACKS, THE ELECTRIC ENGINE ALSO HAS THE DISADVANTAGE THAT THE PAY-AS-YOU-DRIVE CONCEPT OF GASOLINE TAXATION WOULD HAVE TO BE REPLACED WITH SOME KIND OF METERING SYSTEM EMPLOYING PERIODIC BILLING. GAS TURBINE ENGINES APPEAR AT PRESENT TO BE TECHNICALLY UNSOUND FOR AUTOMOBILE USE. THE MOST PROMISING ALTERNATIVE TO THE INTERNAL COMBUSTION ENGINE IS THE EXTERNAL COMBUSTION OR STEAM ENGINE, OF WHICH THE BEST PROSPECT IS THE RANKINE ENGINE. SINCE IT USES PETROLEUM PRODUCTS AT ABOUT THE SAME RATE AS INTERNAL COMBUSTION ENGINES, THE PRESENT TAXATION PROCEDURES WILL NOT HAVE TO BE ALTERED SUBSTANTIALLY. IT IS CONCLUDED THAT THE PRESENT SYSTEM, WITH POSSIBLE MINIMUM RATE INCREASES, SHOULD PROVIDE ADEQUATE FINANCING FOR THE NEXT 5--10 YEARS.
