PROGRAM BUDGETING AND PPBS IN THE FEDERAL GOVERNMENT

THE PLANNING-PROGRAMMING-BUDGETING SYSTEM (PPBS) IS DISCUSSED AT THE FEDERAL LEVEL FROM A GOVERNMENT-WIDE POINT OF VIEW. THE PPBS DISCUSSION BRIEFLY TRACES: (1) THE HISTORY OF PPB, FIRST IN THE DEPARTMENT OF DEFENSE AND THEN IN CIVILIAN AGENCIES, (2) COMMENTS ON SOME OF THE DIFFICULTIES OF APPLYING THE DEFENSE MODEL OF PPB TO THE CIVILIAN AGENCIES, (3) DESCRIBES THE CURRENT STATUS OF PPB, INCLUDING BOTH ITS PROBLEMS AND ITS ACCOMPLISHMENTS, AND (4) SPECULATES ABOUT THE FUTURE OF PPB. IN THE NEXT FEW YEARS THERE WILL BE AN INCREASE IN THE DEMAND FOR AND SUPPLY OF ANALYSIS AS STUDIES BECOME MORE RESPONSIVE TO THE PROBLEMS FACING TOP MANAGEMENT AND AS THEY DISPLAY RESULTS SO THEY ARE USEFUL TOP MANAGEMENT. THE CONGRESS WILL BE MORE AND MORE INVOLVED IN PLANNING, PROGRAMMING, AND BUDGETING.
