BASIC INFORMATION NEEDED FOR SOUND CAPITAL INVESTMENT PLANNING AND DISCUSSION

AN INVENTORY OF THE EXISTING PLANT IS CONSIDERED THE FIRST BASIC STEP IN SOUND CONSTRUCTION PLANNING. WHEN THE BUDGET HAS BEEN DETERMINED, A METHOD OF ORDERLY PROGRAMMING WHICH ASSURES THE DEVELOPMENT OF MOST URGENT PROJECTS MUST BE DEVISED. METHODS OF OBTAINING AND PROCESSING DATA FOR THE ROAD INVENTORY OPERATION ARE DESCRIBED. A STUDY MUST THEN BE MADE OF ROAD LIFE AND ROAD COST. A TRAFFIC FLOW MAP IS PREPARED EACH YEAR FOR THE ENTIRE TENNESSEE STATE HIGHWAY SYSTEM. A ROAD CLASSIFICATION SYSTEM IS RECOMMENDED AS ANOTHER TOOL FOR SOUND PLANNING. DESIGN STANDARDS FOR NEW CONSTRUCTION SHOULD INCORPORATE THE BEST DESIGN FEATURES CONSISTENT WITH TERRAIN TYPE AND TRAFFIC VOLUME. EACH URBAN AREA SHOULD HAVE AN ESTABLISHED TRANSPORTATION PLAN. ESTABLISHMENT OF A SYSTEM OF PRIORITIES BASED ON SOUND ENGINEERING PRINCIPLES IS RECOMMENDED. IN TENNESSEE, AN URGENCY RATING BASED ON STRUCTURAL CONDITION, FACILITY OF MOVEMENT AND ACCIDENT RECORD, ADJUSTED FOR TRAFFIC VOLUME IS USED. THE BASIC DATA ARE OUTLINED THAT ARE USED IN PRACTICAL INVESTMENT PLANNING IN TENNESSEE.
