OPTIMUM RATE OF INVESTMENT IN URBAN ROADS

OUR CURRENT RATE OF EXPENDITURE ON URBAN FREEWAYS AND ROADS IS TOO LOW, IN VIEW OF THE URGENT NEED TO OVERCOME A GREAT BACKLOG RESULTING FROM SERIOUS UNDERINVESTMENT. THIS BACKLOG CAN BE ELIMINATED BY AN EXPENDITURE OF $100-$150 PER CAPITA, WISELY INVESTED OVER A 5-10 YEAR PERIOD OR ABOUT 1 TO 1.5 BILLION FOR THE WHOLE OF CANADA. THE RATE OF CAPITAL INVESTMENT IN TRANSPORTATION IS SUMMARIZED FOR 11 METROPOLITAN AREAS, AS WELL AS THE CANADA-WIDE AVERAGE RATE OF INVESTMENT. TRENDS IN TRANSPORTATION INVESTMENT ARE GIVEN AS ARE PRESENT FREEWAY MILEAGES PER CAPITA. A PROPOSED EFFICIENT TRANSPORTATION NETWORK FOR AN URBAN AREA IS DESCRIBED AND ESTIMATES OF COSTS ARE GIVEN. /CGRA/
