HIGHWAY INCOME, EXPENDITURES, AND USER-TAX EARNINGS IN STANDARD METROPOLITAN STATISTICAL AREAS

AN ESTIMATE IS MADE OF THE HIGHWAY-USER TAXES, FEES, AND TOLLS PAID AS A RESULT OF MOTOR VEHICLE TRAVEL IN 46 SELECTED STANDARD METROPOLITAN STATISTICAL AREAS. THESE PAYMENTS, EXPRESSED AS EARNINGS OF ROAD-USER TAX REVENUES, ARE COMPARED WITH HIGHWAY INCOME FROM ALL SOURCES AND EXPENDITURES FOR ALL ROADS AND STREETS IN THESE AREAS. RESULTS ARE COMPARED BY POPULATION SIZE GROUPS. ALL SECTIONS OF THE COUNTRY WERE SAMPLED AND URBAN AREAS ORIGINATING AND DEVELOPING IN DIFFERENT ERAS ARE INCLUDED. THE COMPARISONS SHOW THAT HIGHWAY-USER TAXES GENERATED BY THE TRAVEL IN THESE AREAS STUDIED ARE GENERALLY OF THE SAME ORDER OF MAGNITUDE AS THE LARGE ROAD AND STREET OUTLAYS REQUIRED. /AUTHOR/
