STANDARDS FOR RIGHT-OF-WAY PLANS

PAST PRACTICES ARE BRIEFLY REVIEWED FOR ESTABLISHING A GENERAL FRAMEWORK OF STANDARD PROCEDURE, FORM, AND ARRANGEMENT FOR THE PREPARATION OF RIGHT-OF-WAY PLANS. THE BASIC OBJECTIVE TO KEEP IN MIND IN DEVELOPING STANDARDS FOR THE PREPARATION OF RIGHT-OF-WAY PLANS IS TO: (1) PROVIDE SUCH PLANS AT THE EARLIEST POSSIBLE DATE IN ADVANCE OF THE CONTEMPLATED ACQUISITION, (2) TO IMPROVE THE COMPLETENESS AND CLARITY OF THE RIGHT-OF-WAY PLANS, AND (3) ESTABLISH A REASONABLE UNIFORMITY IN THE FORM AND ARRANGEMENT OF SUCH PLANS. SEVERAL PROCEDURES, SPECIFICATIONS AND STANDARDS OF STATES ARE REVIEWED.
