A STATE-FEDERAL PROGRAM OF LAND ECONOMIC STUDIES

LAND ECONOMICS STUDY INFORMATION NEEDS TO BE READILY AVAILABLE FOR USE AS COMPARABLES TO PROVIDE ADEQUATE BUT NOT EXCESSIVE PAYMENTS FOR HIGHWAY RIGHT-OF-WAYS. THESE COMPARABLES ARE ORDINARILY PROVIDED BY STATE HIGHWAY DEPARTMENTS. FOR UNUSUAL TYPE CASES OR FOR STATES IN THE INITIAL STAGES OF LAND ECONOMIC STUDIES, THE BUREAU OF PUBLIC ROADS MAY BE ABLE TO ASSIST IN LOCATING COMPARABLES, EITHER THROUGH THE BANK OF CASES RECORDED AND MAINTAINED BY EDP OR BY MEANS OF AN INDEX OF NARRATIVE REPORTS WHICH IS BEING UPDATED. A FEW GENERAL CONCLUSIONS ARE MADE FROM ANALYSIS OF THESE RECORDED CASES' /1/ LAND VALUE INCREASES HAVE OCCURRED IN ABOUT FOUR CASES OUT OF FIVE, /2/ CERTAIN CHARACTERISTICS ASSOCIATED WITH HIGHER-THAN-AVERAGE LAND VALUES ARE NEARNESS TO AN INTERCHANGE, AND LAND USED FOR COMMERCIAL PURPOSES, ESPECIALLY IN THE PERIOD AFTER THE RIGHT-OF-WAY TAKING, /3/ MOST LANDLOCKED PARCELS HAVE NOT EXPERIENCED THE HEAVY DAMAGES ANTICIPATED WHEN SETTLEMENT WAS MADE, AND /4/ OWNERS OF VACANT PROPERTIES APPEAR MORE LIKELY TO EXPERIENCE GAINS THAN OWNERS OF RESIDENTIAL OR AGRICULTURAL PROPERTIES.
