TRAINING PROGRAMS FOR CONSTRUCTION AND MAINTENANCE EMPLOYEES OF THE ILLINOIS DIVISION OF HIGHWAYS

THE GOOD ROADS CONCEPT HAS SEEN CONSTANT CHANGE AND EXPANSION OVER THE YEARS. TRAINING IS A BASIC NEED IN BOTH HIGHWAY ORGANIZATION PLANNING AND STAFFING. CONTINUAL TRAINING IS NECESSARY TO INSURE FUTURE STAFF AND ADMINISTRATION. COUPLED WITH THAT NEED IS THE ADDITIONAL TRAINING REQUIRED TO KEEP CURRENT WITH CHANGING PRACTICES AND TO PROPERLY ORIENT NEW EMPLOYEES. TRAINING PRACTICES IN ILLINOIS ARE DISCUSSED IN RELATION TO THE FOLLOWING: (1) TECHNICIAN TRAINING, (2) SPECIFIC TASK CONSTRUCTION TRAINING, (3) MAINTENANCE TRAINING, AND (4) MANAGEMENT TRAINING, (5) SAFETY TRAINING, (6) EMERGENCY PLANNING, AND (7) STAFF DEVELOPMENT. AN ADDITIONAL BENEFIT DERIVED FROM THE TRAINING PROGRAMS WAS THAT PERSONNEL, STATEWIDE, NOW HAVE OPPORTUNITY FOR AN INTERCHANGE OF IDEAS. FULL-TIME EMPLOYEES WISHING TO TAKE ADVANTAGE OF COLLEGE-LEVEL COURSES, IF RELATED TO THEIR EMPLOYMENT OF LEADING TO A DEGREE, MAY DO SO AND RECEIVE A LIMITED REIMBURSEMENT OF THEIR TUITION. PARTICIPATION IN ADVANCED EDUCATIONAL PROGRAMS IS ENCOURAGED AS A PART OF CAREER DEVELOPMENT.
