ADMINISTRATION UNDER THE EXPANDED HIGHWAY PROGRAM

THERE IS NO ONE BEST ANSWER TO THE ADMINISTRATIVE TASK FACING HIGHWAY DEPARTMENTS. IT IS KNOWN, HOWEVER, THAT THE TREMENDOUS JOB OF PLANNING AND ORGANIZING CANNOT BE TACKLED PIECEMEAL. IT MEANS ADVANCE PLANNING, SOUND ORGANIZATION AND PERSONNEL, A RE-EXAMINATION OF THE ADMINISTRATIVE SYSTEM, AND ELIMINATION OF RESTRICTING AND UNNECESSARY PROCEDURES. IT CALLS FOR BOLDNESS AND EXPERIMENTATION WITH THE SYSTEM TO MAKE IT WORK MORE EFFECTIVELY, AND FOR THE REMOVAL OF RESTRAINTS TO INDIVIDUAL INITIATIVE IMPOSED BY OUT-DATED ORGANIZATION AND METHODS. /AUTHOR/
