PROPOSED STRATEGY FOR PUBLIC HEARINGS

AT ONE TIME PUBLIC HEARINGS IN CONJUNCTION WITH HIGHWAY LOCATION WERE CONDUCTED PRIMARILY TO INFORM THE PUBLIC OF PROPOSED PROJECTS. TODAY THEY ARE GEARED MORE TOWARD TWO-WAY COMMUNICATION, YET THE TECHNIQUES OF PUBLICIZING, CONDUCTING, AND RESPONDING TO HEARINGS HAVE SCARCELY CHANGED. AMONG THE SHORTCOMINGS IDENTIFIED IN A QUESTIONNAIRE SURVEY CONDUCTED BY THE VIRGINIA HIGHWAY RESEARCH COUNCIL AMONG THE PERSONS ATTENDING 25 HEARINGS IN THE SPRING OF 1970 WERE THE FOLLOWING: NOTICE OF HEARING ADEQUATE, HEARINGS TOO FORMAL AND TECHNICAL, PROCEDURE FOR RECEIVING TESTIMONY INTIMIDATING, VISUAL AIDS POOR, AND INACCESSIBLE PLANS EXCEPT DURING WORKING HOURS. SPECIFIC, NUMBERED RECOMMENDATIONS ARE MADE FOR OVERCOMING THESE AND OTHER INADEQUACIES OF PRESENT PRACTICE IN THE PREHEARING, HEARING, AND POSTHEARING PHASES.
