AN APPROACH TO THE STUDY OF LOCAL ROAD MANAGEMENT

MEANS OF ASSESSING THE CRITERIA AND CHARACTERISTICS OF HIGHWAY DEPARTMENT EFFECTIVENESS ARE GIVEN EXPLORATORY TREATMENT. THE DEVELOPMENT OF SEVERAL GROUPS OF CHARACTERISTICS, COMPILED AS A HYPOTHETICAL VERBAL MODEL OF EFFECTIVE MANAGEMENT, AND AN APPROACH TO EVALUATING HIGHWAY DEPARTMENTS ARE EXAMINED. A STUDY WAS MADE OF THE EXTENT TO WHICH THE SELECTED CHARACTERISTICS WERE PRESENT IN EACH OF SIX COUNTY HIGHWAY DEPARTMENTS. SUBJECTIVE APPRAISALS OF MANAGEMENT EFFECTIVENESS IN THESE COUNTIES ARE PRESENTED. A CRITICAL EVALUATION OF THE APPROACH USED AND OF SEVERAL FEATURES OF THE METHODOLOGY IS ATTEMPTED, AND IT IS OFFERED AS AN AID TO FURTHERING RESEARCH IN THIS FIELD. /AUTHOR/
