LARGE SCALE EXPERIMENTATION WITH NEW TYPES OF TRANSPORT SERVICES IS AN EFFECTIVE DEVICE FOR REDUCING THE RISK OF FINANCIAL LOSS AND THE LOSS OF PUBLIC SUPPORT. THE PROPER ROLE OF SUCH EXPERIMENTATION CAN BE STUDIED BY IDENTIFYING ITS CONTEXT IN THE OVERALL PLANNING AND DECISION-MAKING PROCESS. A FRAMEWORK FOR THE EVALUATION OF TRANSPORTATION DEMONSTRATION PROJECTS IS PRESENTED. THE METHODOLOGY, DECISION-THEORETIC IN NATURE, TREATS THE UNCERTAIN NATURE OF THE IMPACTS OF A NEW SERVICE ON A FORMAL BASIS. ADDITIONALLY, THE EXPECTED VALUE OF DEMONSTRATION STUDY INFORMATION CAN BE FOUND AND STUDIED FOR VARIOUS COST LEVELS OF DEMONSTRATION. /AUTHOR/
