ROLE OF TOP MANAGEMENT IN DEVELOPING AND USING PLANNING INFORMATION

HIGHWAY ADMINISTRATION MUST DEVELOP PLANNING, AS A CONCEPT, WITHIN THE ORGANIZATION. THE IMPORTANCE OF PERSONNEL MANAGEMENT AND DEVELOPMENT IS EMPHASIZED IN PENNSYLVANIA, THROUGH A STUDY CONDUCTED BY THE AUTOMOTIVE SAFETY FOUNDATION. A COMPREHENSIVE MANAGEMENT DEVELOPMENT PROGRAM WAS INITIATED BEGINNING IN 1960, TO DETERMINE THOSE ENGINEERS IN THE DEPARTMENT WITH GOOD POTENTIAL AND DEVELOP THEM FOR EARLY ASSUMPTION OF GREATER RESPONSIBILITY. ADDITIONAL WORK AND STUDY WERE PERFORMED ON DETERMINING MANPOWER REQUIREMENTS DURING THE NEXT SEVERAL YEARS. IT IS EMPHASIZED THAT THE PLANNING CONCEPT SHOULD BE ALL-EMBRACING AND APPLICABLE IN EVERY SEGMENT OF THE WORK OF THE HIGHWAY ORGANIZATION.
