THE PLANNING ORGANIZATION-ITS DUAL ROLE

A BRIEF REVIEW IS PRESENTED OF THE BASIC PHILOSOPHY OF HIGHWAY PLANNING. THE STRUCTURE OF THE NEW MEXICO STATE HIGHWAY DEPARTMENT PLANNING DIVISION IS PRESENTED. ORGANIZATION OF THE PLANNING UNITS WITHIN THE DEPARTMENT ARE DESCRIBED. THREE SECTIONS WITHIN THE PLANNING DIVISION: ROAD INVENTORY AND MAPPING SECTION, TRAFFIC SECTION, AND FISCAL SECTION, TOGETHER WITH A SPECIAL STUDIES SECTION, GATHER THE FACTS, ANALYZE THE DATA, APPLY THE RESULTS, AND SUBMIT THE FINDINGS. CONTINUING SURVEYS ARE CONDUCTED BY THESE SECTIONS. RATINGS ARE MADE ANNUALLY ON RURAL FEDERAL-AID PRIMARY AND SECONDARY ROUTE PRIORITIES AND ARE THE BASIS UPON WHICH A 4-YEAR CONSTRUCTION PROGRAM IS DRAWN. THE SUCCESSFUL FULFILLMENT OF THE ADVISORY ROLE ON HIGHWAY PLANNING RESTS ON THE MANNER IN WHICH THESE FINDINGS ARE PRESENTED. GRAPHIC PRESENTATION OF THESE DATA WILL MAKE PLANNING AN INDISPENSABLE ELEMENT OF HIGHWAY MANAGEMENT.
