THIS PAPER DISCUSSES THE USE OF EACH OF THESE ITEMS, USING ILLUSTRATIONS TO POINT OUT THE GOOD AND BAD FEATURES OF CHARTS PUBLISHED IN VARIOUS HIGHWAY NEEDS STUDIES. IMPROVEMENT DURING THE PAST TEN YEARS HAS BEEN QUITE NOTICEABLE. CHARTS IN THE MOST RECENT REPORTS ARE FAR CLEARER AND BETTER THAN IN THE EARLIER REPORTS.
