SUGGESTED PRINCIPLES FOR EFFECTIVE INTERGOVERNMENTAL RELATIONSHIPS IN HIGHWAY AFFAIRS

SOME SUGGESTED PRINCIPLES ARE PRESENTED FOR EFFECTIVE INTERGOVERNMENTAL RELATIONSHIPS IN HIGHWAY AFFAIRS, BASED UPON THE FINDINGS OF A RESEARCH EFFORT. THE FOLLOWING PRINCIPLES ARE RECOMMENDED FOR SOUND ADMINISTRATION: (1) HIGHWAY LAWS IN EACH STATE SHOULD DEFINE CLEARLY AND ASSIGN AUTHORITY AND RESPONSIBILITY FOR THE HIGHWAY FUNCTION AT EACH LEVEL OF GOVERNMENT, (2) LEGISLATION IN EACH STATE SHOULD REQUIRE THE CLASSIFICATION OF ALL HIGHWAYS AND STREETS INTO SYSTEMS, BASED ON THE CHARACTER AND EXTENT OF TRAFFIC SERVICE RENDERED, (3) LEGISLATION SHOULD AUTHORIZE AND DIRECT AN APPROPRIATE AGENCY OF THE STATE AND OF EACH LOCAL GOVERNMENTAL UNIT TO PREPARE LONG-RANGE PLAN FOR HIGHWAY DEVELOPMENT OVER A SPECIFIED PERIOD OF YEARS, (4) LEGISLATION SHOULD AUTHORIZE AND DIRECT THE STATE AND EACH LOCAL UNIT TO PREPARE A SHORT-TERM IMPROVEMENT PROGRAM, INCLUDING THE FINANCIAL PLAN, FOR A SPECIFIED PROGRAM PERIOD, BASED UPON THEIR RESPECTIVE LONG-RANGE PLANS, (5) ADEQUATE FINANCIAL SUPPORT OF HIGHWAYS, IN ACCORD WITH FISCAL STUDIES, SHOULD BE PROVIDED THROUGH APPROPRIATE STATE AND LOCAL LEGISLATION, (6) FORMALIZED CONSTRUCTION AND MAINTENANCE STANDARDS FOR LOCAL ROADS AND STREETS SHOULD BE DEVELOPED COOPERATIVELY IN EACH STATE, AND (7) HIGHWAY LEGISLATION AND MANAGEMENT PRACTICES IN EACH STATE SHOULD PROVIDE EFFECTIVE ADMINISTRATIVE MACHINERY FOR THE CONDUCT OF COOPERATIVE HIGHWAY OPERATIONS. THESE PRINCIPLES SHOULD PROVIDE THE FRAMEWORK FOR A CLOSE, WORKING PARTNERSHIP IN HIGHWAY AFFAIRS.
