A CRITERION DESIGNED TO AID HIGHWAY EXPENDITURE PROGRAMMING

IN THIS ECONOMIC STUDY, A CRITERION IS DEVELOPED FOR HIGHWAY EXPENDITURE PROGRAMMING. SIX VARIABLES ARE RELATED TO USER UTILITY (1) TRAVEL TIME, (2) RISK OF ACCIDENT, (3) TRAFFIC VOLUME, (4) RISK OF UNAVAILABILITY FOR USE, (5) COMFORT AND BEAUTY, AND (6) VEHICLE OPERATING COST. BENEFIT COST RATIOS ARE DEVELOPED. A COMPLETE APPLICATION OF THE PROPOSED METHOD WOULD GIVE A COMPLETE RANKING OF BENEFIT-COST RATIOS FOR A FULL LIST OF PROPOSED PROJECTS A HIGHWAY DEPARTMENT MIGHT WANT TO PROCESS.
