STATE HIGHWAY ADMINISTRATIVE ORGANIZATION

A SURVEY OF EXISTING STATE HIGHWAY DEPARTMENTS SHOWS THAT THE COMMISSION-TYPE IS PREDOMINANT. THE FOLLOWING FOUR CLASSES OF COMMISION-TYPE ORGANIZATIONS WERE OBSERVED: (1) THOSE IN WHICH THE COMMISSIONS BY LAW OR BY CUSTOM ARE GIVEN ONLY ADVISORY POWERS, (2) THOSE IN WHICH AUTHORITY IS DIVIDED BETWEEN A SINGLE EXECUTIVE AND A COMMISSION ACTING IN COORDINATE CAPACITIES, (3) THOSE IN WHICH PART-TIME COMMISSIONS, ALTHOUGH VESTED WITH FULL AUTHORITY, HAVE PRESUMABLY MADE AN INFORMAL DELEGATION OF MUCH OF THEIR AUTHORITY TO A SINGLE EXECUTIVE, AND (4) THOSE IN WHICH THE COMMISSION ACTUALLY ADMINISTERS THE HIGHWAY ORGANIZATION. THE COMMISSION FORM OF ORGANIZATION TENDS TO REMOVE HIGHWAY ADMINISTRATION FROM POLITICS. THE SINGLE-EXECUTIVE DEPARTMENT HAS BEEN ADVOCATED BY STUDENTS OF PUBLIC ADMINISTRATION ON THE GROUNDS THAT IT PLACES CONTROL UNDER THE GOVERNOR WHERE THEORETICALLY IT SHOULD BE IF HE IS TO DISCHARGE HIS DUTIES AS CHIEF EXECUTIVE OF THE STATE. THE SINGLE-EXECUTIVE TYPE LENDS ITSELF TO MORE RAPID AND EFFICIENT ACTION WITH NONE OF THE LACK OF COORDINATION WHICH MAY BE ENCOUNTERED IN A COMMISSION. RECENT CHANGES IN TYPE OF ORGANIZATION SHOW THAT FOUR STATES HAVE ABANDONED THE COMMISSION FORM IN FAVOR OF SINGLE-EXECUTIVE ORGANIZATIONS. NO STATE IN THIS PERIOD CHANGED FROM THE SINGLE-EXECUTIVE TO THE COMMISSION FORM.
