Model for the Substantiation of Road Safety Improvement Measures on the Roads of Lithuania

This article summarizes a PhD Thesis on the substantiation of road safety improvement measures for the roads of Lithuania. The author begins by presenting the main data on the road network of national significance of Lithuania, the change in the level of vehicle ownership, the basic accident indices and the essential factors influencing road safety. The next section reviews the research methods used, then reviews and evaluates the methodologies used to analyze road safety measures in Lithuania, Finland, Belarus, Poland and Sweden. The author also evaluates the effect of road safety measures implemented on high-accident road sections of Lithuania in 1995−2006 and then presents an improved model for the substantiation of road safety measures under Lithuanian conditions. A final section presents the mathematical models that can be used for the forecasting of road accidents on the main roads of the Republic of Lithuania.
