Breaking Down Barriers. Managing Successful Information Sharing
This article discusses how the primary purpose of effective information sharing is to improve public safety, national security, trade, commerce, and infrastructure. Effective information sharing employs a combination of collection, storage, dissemination, and analysis, resulting in an understanding of not only what is happening, but what it means. This allows responders to prepare and deliver successful responses to a recognized or perceived threat. In addition, trust is the underpinning of information sharing. It is acknowledged that systems security must be inherent in information transfer in order to merit trust. It is mandatory that participants in the information flow must trust and be trusted in the proper protection of information and sources. Beyond these basic notions is the subtle realization that the American people must trust their government. Sharing information, therefore, dispels any notions of secrecy, opens the curtain of government operation, engenders public confidence, and reinforces the concept of ownership by the people. First, government must make information available to the public. Secondly, government must be positioned to receive information from the public.
