THE ILLINOIS SYSTEM OF EVALUATING NEW HIGHWAY PRODUCTS, MATERIALS AND PROCESSES

THE ILLINOIS DIVISION OF HIGHWAYS HAS DEVELOPED A NEW SYSTEM TO IMPROVE AND ACCELERATE THE FLOW OF NEW PRODUCTS, MATERIALS, AND PROCESSES INTO PRACTICAL HIGHWAY USE. THE ILLINOIS HIGHWAY DEVELOPMENT COUNCIL WAS ESTABLISHED TO ADVISE THE CHIEF HIGHWAY ENGINEER WITH REGARD TO THE SEEKING OUT AND MAKING USE OF NEW DEVELOPMENTS. THE PRODUCTS EVALUATION UNIT WAS ESTABLISHED IN THE BUREAU OF RESEARCH AND DEVELOPMENT TO BE RESPONSIBLE FOR THE INVESTIGATION OF NEW PRODUCTS, MATERIALS, AND PROCESSES. FOLLOWING REVIEW AND EVALUATION OF A NEW ITEM, THE COUNCIL MAKES ONE OF THE FOLLOWING RECOMMENDATIONS' IMMEDIATE ADOPTION, FIELD OR LABORATORY INVESTIGATION, ADDITIONAL BACKGROUND STUDY BY DIVISION OF HIGHWAYS, FULL-SCALE RESEARCH, REFERENCE TO VENDOR FOR ADDITIONAL INFORMATION, REJECTION.
