PREQUALIFICATION OF CONTRACTORS

A RATING SYSTEM IS PROPOSED FOR A CONTRACTOR QUALIFICATION SYSTEM BASED UPON A CONTRACTORS PERFORMANCE. THE PROPOSED SYSTEM IS BASED ON TWO DETERMINATIONS' /1/ ESTABLISHMENT OF A FINANCIAL FACTOR WHICH IS AN ADJUSTED WORKING CAPITAL FIGURE DETERMINED FROM AN EVALUATION OF AN APPLICANTS BALANCE SHEET, AND /2/ AN ABILITY AND CAPACITY FACTOR WHICH WILL BE THE MULTIPLIER TO BE APPLIED TO THE FINANCIAL FACTOR TO DETERMINE ASSIGNED RATINGS. THIS ADJUSTABLE MULTIPLIER WILL BE FIXED IN ACCORDANCE WITH THE WORK PERFORMANCE RECORD AS SHOWN BY THE CURRENT STATUS AND PROGRESS RECORD OF EACH AND EVERY PROJECT DONE FOR THE STATE BY A CONTRACTOR. CONTROL IS EXERCISED THROUGH AN APPLICATION FORM CONTAINING CERTAIN PERTINENT FACTS AND DATA TO BE SUBMITTED BY EACH CONTRACTOR INTERESTED IN BIDDING ON WORK. EACH QUALIFIED APPLICANT WILL BE ASSIGNED A MAXIMUM CAPACITY RATING. THE ESTABLISHMENT IS RECOMMENDED OF A QUALIFYING COMMITTEE TO REVIEW AND APPROVE ALL RATINGS AND CLASSIFICATIONS. MEANINGFUL PERFORMANCE RATING IS RECOMMENDED AS THE ONLY WAY TO INSURE THAT CONTRACTS ARE AWARDED TO COMPETENT AND RESPONSIBLE BIDDERS.
