IF THE APPARENT LOW BIDDER IS POST-QUALIFIED, THE MOST RECENT AND CURRENT SITUATIONS CAN BE CONSIDERED IN DETERMINING QUALIFICATION. POINTS IN FAVOR OF PRE-QUALIFICATION CERTIFICATES ARE PRESENTED.
