THE BASIC ELEMENTS OF THIS STUDY WERE: (1) DETERMINATION OF THE ADEQUACY AND STAGE OF DEVELOPMENT OF EXISTING ROAD SYSTEM, (2) AN APPRAISAL OF THE CONDITION AND ADEQUACY OF BRIDGES IN THIS SYSTEM, (3) THE EXISTING TRAFFIC PATTERNS, (4) POPULATION TRENDS, (5) PRESENT AND ESTIMATED FUTURE LAND USE AND DEVELOPMENT, (6) ESTIMATED FUTURE TRAFFIC PATTERNS, (7) AN EVALUATION OF ALTERNATIVES RESULTING IN A PROPOSED SECONDARY NETWORK, (8) AN EVALUATION OF THE INTEGRATION AND CONTINUITY WITH THE PROVINCIAL HIGHWAY SYSTEM, (9) AN EVALUATION OF THE LEVEL OF SERVICE ON A PROVINCE-WIDE BASIS, (10) A DEFINITION OF THE TOTAL AND ANNUAL COSTS OF THE PROPOSED SYSTEM RELATIVE TO FINANCIAL CAPABILITY. /CGRA/
