ROAD PLANNING IN WESTERN CANADA

THIS PAPER IS A PANEL DISCUSSION, OUTLINING THE DIFFERENT SYSTEMS OF FINANCING, PLANNING AND CONSTRUCTION IN CANADAS FOUR WESTERN PROVINCES, ALBERTA, SASKATCHEWAN, BRITISH COLUMBIA AND MANITOBA. THE PROVINCE OF ALBERTA IS DIVIDED INTO COUNTIES AND MUNICIPALITIES, LOCAL IMPROVEMENT DISTRICTS, AND TWO SPECIAL AREAS WITH JURISDICTION OVER ROADS BEING SPLIT BETWEEN LOCAL GOVERNMENT - RURAL ROADS - AND THE PROVINCE - PRIMARY HIGHWAYS, LOCAL IMPROVEMENT DISTRICTS AND SPECIAL AREAS, AND INDIAN RESERVES. FUNDS COME FROM LOCAL TAXATION, GRANTS FROM THE PROVINCES MUNICIPALITIES ASSISTANCE ACT AND DEPARTMENT OF HIGHWAY GRANTS. THE EXISTING HIGHWAY NETWORK LACKS CONTINUITY AND BALANCE. IMPROVED ROADWAYS ARE NEEDED AND A STUDY IS UNDERWAY FOR FUTURE PLANNING. THE PROVINCE OF SASKATCHEWAN IS SIMILARLY ADMINISTERED. SASKATCHEWAN CONTAINS 92,000 MILES OF LOCAL MUNICIPAL ROADS. THIS POSED A RURAL ROAD PROBLEM FOR THERE WERE FEW MAIN ARTERIES. IN 1952 A PROGRAM FOR THE CONSTRUCTION OF A NETWORK OF MAIN MARKET ROADS ON A COST-SHARED BASIS WAS INITIATED AND IS NOW NEARING COMPLETION. A PROJECT OF THIS MAGNITUDE ENTAILED THE SOLUTION OF MANY COMPLEX PROBLEMS. BRITISH COLUMBIA IS DIFFERENT FROM THE OTHER WESTERN PROVINCES. TOPOGRAPHY, NO MUNICIPAL CONSTRUCTION AND MAINTENANCE OF ROADS, NO STANDARD GRID SYSTEM AND ORGANIZATION OF ONLY ONE HALF OF ONE PER CENT OF THE AREA OF THE PROVINCE BEING ORGANIZED ARE THE MAJOR DIFFERENCES. MOST OF THE ORGANIZED AREA IS URBAN OR SEMI-URBAN AND THE DEPARTMENT OF HIGHWAYS IS RESPONSIBLE FOR THE MAJOR PART OF ROAD CONSTRUCTION AND MAINTENANCE. MANITOBA HAS ESTABLISHED A NEW ROAD POLICY WHICH RESULTED IN A NEW CLASSIFICATION OF ROADS. A STUDY COMPLETED IN 1960 CAUSED THE FIRMING UP OF THE TRUNK HIGHWAY SYSTEM WITH SUFFICIENT DATA TO ALLOW PRACTICAL PLANNING, ADVANCE PROGRAMMING AND FIRMLY ESTABLISHED STANDARDS. THE CHIEF DIFFICULTY WITH THE FOUR PROVINCES SEEMS TO BE A LARGE, OLD, PIECEMEAL SYSTEM OF RURAL ROADS FROM WHICH DIFFICULTIES EVOLVED WHEN EFFORTS WERE MADE TO UPDATE THE RESPECTIVE SYSTEMS. /CGRA/
