APPLICATION OF CRITICAL PATH METHOD TO A HIGHWAY RIGHT-OF-WAY OPERATION

AN INVESTIGATION WAS CONDUCTED ON THE FEASIBILITY OF APPLYING AN ACCEPTED MANAGEMENT METHOD, THE CRITICAL PATH METHOD, TO RIGHT-OF-WAY ACQUISITION. A STANDARD CPM RIGHT-OF WAY NETWORK WAS DEVELOPED THROUGH THE USE OF THE STANDARD CPM TECHNIQUES, NAMELY, PLANNING AND SCHEDULING OF THE ACTIVITIES INVOLVED. A COMPUTER INPUT DATA FORM WAS DEVELOPED WHICH PERMITS THE SUPERVISOR TO INSERT TIME ESTIMATES FOR THE VARIOUS ACTIVITIES. THE COMPLETION OF THE INITIAL PHASE OF THIS STUDY PRESENTED SUFFICIENT EVIDENCE OF ADAPTABILITY OF CPM TO JUSTIFY THE CONCLUSION THAT CPM IS THE BEST AND MOST SYSTEMATIC METHOD OF PROJECT CONTROL AND EFFECTIVE FOR HIGHWAY RIGHT-OF WAY OPERATION.
