POLITICS AND ADMINISTRATION OF PLAN IMPLEMENTATION

FIVE FACTORS AFFECTING THE CHANCES OF TECHNICALLY SOUND PLANS BEING ACCEPTED, ADOPTED, AND IMPLEMENTED ARE DISCUSSED ' /1/ THE IMPORTANCE OF RECOGNIZING THE POLITICAL NATURE OF PLANNING RECOMMENDATIONS, /2/ THE NEED TO IDENTIFY THE DIRECT AND INDIRECT COSTS AND BENEFITS TO VARIOUS GROUPS AND JURISDICTIONS, /3/ THE NEED TO IMPROVE THE PATTERN OF ORGANIZATION, REPRESENTATION, AND FINANCING FOR REGIONAL TRANSPORTATION PLANNING, /4/ THE RELATIONSHIP OF TRANSPORTATION TO OTHER DEVELOPMENT PLANS AND ACTIVITIES, AND /5/ THE RANGE OF ALTERNATIVES FOR ORGANIZING AND FINANCING A TRANSPORTATION DEVELOPMENT AGENCY. SUGGESTIONS ARE MADE TO INCREASE THE BATTING AVERAGE FOR IMPLEMENTATION OF COMPREHENSIVE PLANNING RECOMMENDATIONS' /1/ FOR CONSTANT SENSITIVITY TO THE POLITICAL AND VALUE-LADEN NATURE OF PLANNING RECOMMENDATIONS, /2/ FOR THE DEVELOPMENT OF OBJECTIVE MEASURES OF COSTS AND BENEFITS AS A BASIS FOR NEGOTIATION, /3/ FOR GREATER REPRESENTATION AND FINANCIAL PARTICIPATION BY LOCAL GOVERNMENTS IN TRANSPORTATION STUDY DECISIONS, /4/ FOR HAVING TRANSPORTATION PLANNING EFFORTS STRENGTHEN THE COMPREHENSIVE PLANNING PROCESS, /5/ FOR ASSURING A PROPER BALANCE OF ATTENTION BETWEEN HIGHWAYS AND OTHER PUBLIC TRANSPORTATION SYSTEMS, AND /6/ FOR ESTABLISHING EFFECTIVE AND RESPONSIBLE TRANSPORTATION DEVELOPMENT AGENCIES.
