PERT AND ITS APPLICATION TO HIGHWAY MANAGEMENT

SUGGESTIONS ARE MADE FOR DISSEMINATING PERT PROCEDURE THROUGHOUT THE WASHINGTON STATE HIGHWAY DEPARTMENT FOR METHOD OF REPORTING AND MANAGEMENT CONTROL. IT IS DESIRED TO COMBINE ALL PROJECTS OF VARYING MAGNITUDE INTO ONE MANAGEMENT SYSTEM TO PRODUCE A SINGLE HIGHWAY CONSTRUCTION PROJECT END PRODUCT. EACH PROJECT IS BROKEN DOWN INTO SIX BASIC COMPONENTS' PRELIMINARY ENGINEERING, RIGHTS-OF-WAY, GRADING, PAVING, GRADING AND PAVING AND BRIDGES. TIMES REQUIRED TO PRODUCE EACH OF THESE COMPONENTS CAN BE ESTIMATED AND DATES DETERMINED WHEN THE PROJECT PHASE SHOULD START. ESTIMATED COMPLETION DATES CAN BE SET SO AS TO PRODUCE A FAIRLY UNIFORM WORK LOAD AND SCHEDULE OF PROJECTS TO BE ADVERTISED.
