A Traffic Calming Stalemate … Finding Common Ground

Carrollwood Village, a master-planned community in the northern suburbs of Tampa, Florida consists of about 3200 homes, condos and apartments. After five years of study, the Hillsborough County government installed over $2.3M in traffic calming measures, to the delight of many in the community but to the disgust of others, both residents and non-residents. After much bickering between the residents and the County government with respect to the efficacy of the traffic calming measures, the County agreed to hire an independent consultant to act as an “Arbitrator” to provide a final resolution of the issues surrounding these devices. The Arbitrator was charged with reviewing all of the prior history of the various meetings, the relevant correspondence and actual installations. In addition, the Arbitrator held a public meeting to hear comments directly from the affected residents regarding local attitudes and issues in the case. After assimilating all of the prior history and recent inputs, the Arbitrator provided Findings and Recommendations to the Hillsborough County Board of Commissioners as a final “judgment” to be binding upon both the County and the affected residents. This paper details the history of the project, the frustrations on both sides, and the final resolution of the issues.
