COBA: A COMPUTER PROGRAM FOR THE ECONOMIC ASSESSMENT OF ROAD SCHEMES

THE DEPARTMENT OF THE ENVIRONMENT HAS DEVELOPED AND INTRODUCED A NEW METHOD FOR THE ECONOMIC ASSESSMENT OF INTER-URBAN ROAD SCHEMES. THIS METHOD, CALLED COBA, CONSISTS ESSENTIALLY OF A COMPUTER PROGRAM. IT DISCOUNTS THE COSTS AND BENEFITS OF A SCHEME OVER A 30-YEAR PERIOD, USING AS A CRITERION THE NET PRESENT VALUE OR NET PRESENT VALUE-COST TO DETERMINE ECONOMIC ACCEPTABILITY AND RELATIVE PRIORITY. IT REPLACES THE DOE'S TECHNICAL MEMORANDUM H.1/71 METHOD, WHICH WAS A MANUAL ONE AND WHICH CALCULATED SIMPLY THE RATE OF RETURN OF A SCHEME BASED ON THE BENEFITS OCCURRING IN THE YEAR OF ITS OPENING.
