INTRODUCTION TO PRICE-SUBSIDY ISSUES IN URBAN TRANSPORTATION

THE SIX PAPERS PRESENTED IN THIS PUBLICATION EXAMINE THE USE OF PRICING AND SUBSIDY IN URBAN TRANSPORTATION. THIS INTRODUCTION ANALYSIS THE ISSUES DISCUSSED AND THE STRATIGIES PROPOSED FOR DEALING WITH THEM. IN A PAPER ON THE ECONOMICS OF URBAN TRANSIT CAPITAL GRANTS, THE ARGUMENTS FOR CAPITAL GRANTS ARE REVIEWED AND SOME GOOD EMPIRICAL EVIDENCE ON THE RATIONAL ECONOMIC BEHAVIOR OF TRANSIT COMPANIES IS ESTABLISHED. IT IS RECOMMENDED THAT IF THE ARGUMENTS FOR TRANSIT SUBSIDY ARE VALID, SUCH FUNDS SHOULD BE ALLOTTED AS A GENERALIZED SUBSIDY AND NOT RESTRICTED TO CAPITAL EXPENSES. THE REGULATION AND SUBSIDIES FOR URBAN BUSES ARE REVIEWED IN ANOTHER PAPER WHICH CALLS FOR REGULATION TO MINIMIZE COSTS TO CONSUMERS. IT ALSO FURNISHES EVIDENCE ON PUBLIC VERSUS PRIVATE OWNERSHIP. IN ONE PRESENTATION, DATA FROM MANY SOURCES ARE UTILIZED FOR THE DEVELOPMENT OF AN INTEGRATED SET OF TRANSPORTATION-DOLLAR MAGNITUDES FOR THE NEW YORK REGION. BASIC PROPOSITIONS ARE OUTLINED THAT WOULD ENSURE ADEQUATE FUNDS FOR FINANCING ALL PUBLIC TRANSPORTATION SERVICES IN THE REGION. A PAPER DISCUSSING CONGESTION EXTERNALITIES IMPOSED ON THEMSELVES BY AUTOMOBILE DRIVERS, PRESENTS A DETAILED STATEMENT OF THE CASE FOR CONGESTION TOLLS IN TERMS OF A MARGINAL SOCIAL COST ARGUMENT. PRICING AND METERING TECHNIQUES ARE EXAMINED IN A PRESENTATION WHICH ALSO ILLUSTRATES GAINS TO BE HAD BY USER TOLLS.
