ECONOMIC QUESTIONS--POLAND

THE REPORT DISCUSSES FIVE ECONOMIC ASPECTS, NAMELY, METHODS OF RATIONALIZING THE CHOICE OF INVESTMENT AND MODERNIZATION WORKS INTRODUCED IN THE PLANS FOR ROAD DEVELOPMENT; METHODS OF DETERMINING THE ECONOMIC EFFECTIVENESS OF TWO-LEVEL INTERSECTIONS BETWEEN ROADS AND RAILWAYS; THE BEST METHODS OF ROAD UPKEEP IN WINTER; METHODS OF CHOOSING THE SEQUENCE IN WHICH IMPROVEMENTS SHOULD BE CARRIED OUT; AND METHODS OF EXAMINING TRANSPORT COSTS FOR THE NATIONAL ECONOMY IN TERMS OF THE PERMITTED AXLE-LOAD. RESEARCH CARRIED OUT ON THE COSTS OF WINTER ROAD MAINTENANCE IS REPORTED AND A METHOD OF ECONOMIC ANALYSIS IS DESCRIBED. THE COST IS INFLUENCED BY (A) THE ATMOSPHERIC CONDITIONS AND (B) THE TECHNOLOGY OF WINTER MAINTENANCE. THE TECHNIQUES OF MAINTENANCE CONSIDERED IN THE RESEARCH ARE LISTED AND THE CALCULATION OF THE EXPENSES INVOLVED ARE DESCRIBED. THE CHOICE OF PRIORITIES FOR THE GRADUAL IMPROVEMENT OF ROADS IS OUTLINED. THE COST OF TRANSPORT TO THE GENERAL ECONOMY IN TERMS OF THE LOAD ON EACH AXLE IS DISCUSSED IN DETAIL.
