ECONOMIES OF STAGE CONSTRUCTION FOR TRANSPORT FACILITIES

THIS PAPER DISCUSSES AN ANALYTICAL PROCESS FOR THE SELECTION OF THE OPTIMAL SEQUENCE OF STAGING AND THE ESTABLISHMENT OF THE OPTIMAL TIMES FOR IMPLEMENTING EACH STAGE. THE PROCESS WEIGHS VARIOUS UPGRADING COSTS AGAINST THE REDUCED COSTS OF OPERATION AND MAINTENANCE ASSOCIATED WITH EACH UPGRADED STAGE, AND APPLIES TO TRANSPORT FACILITIES PERTAINING TO ALL MODES OF TRANSPORTATION USED IN EITHER URBAN OR INTER-CITY TRAFFIC. MODELS FOR THE DETERMINATION OF THE ABOVE ECONOMICAL SEQUENCE AND OPTIMAL TIMES ARE ESTABLISHED FOR VARIOUS FUNCTIONS OF TRAFFIC GROWTH AND COSTS OF OPERATION AND MAINTENANCE.
