TECHNIQUES FOR ASSESSING TRADE-OFFS AMONG SOCIAL, ECONOMIC, AND ENVIRONMENTAL EFFECTS OF PUBLIC INVESTMENTS IN HIGHWAYS

A DUAL EFFORT HAS EMERGED THAT INCLUDES NOT ONLY THE TASK OF REDEFINING THE RANGE AND MAGNITUDE OF THE INTERRELATED EFFECTS OF PHYSICAL, ECONOMIC AND SOCIAL CHANGE, BUT ALSO THE TASK OF DEVELOPING RELEVANT ANALYTICAL TECHNIQUES FOR ELUCIDATING THE INTERRELATIONS OF VARIABLES ASSOCIATED WITH CHANGE. THE EVOLUTION OF MULTIDIMENSIONAL POLICY ANALYSIS IS A LOGICAL DEVELOPMENT OF THE TRANSITION FROM EVALUATING THE POLICIES OF SCARCITY TO CONSIDERING THAT OF ABUNDANCE. THE PRINCIPAL IMPACT OF THE TRANSITION TO THE ECONOMICS OF ABUNDANCE IS A LENGTHENING OF THE TIME SPAN OF ANALYSIS WITH GREATER EMPHASIS PLACED ON THE FUTURE. ANALYTICAL APPROACHES THAT CAN ACCOMMODATE DIVERSE MULTIDIMENSIONAL CRITERIA FOR ASSESSING PUBLIC POLICIES ARE NOW BEING RESEARCHED. THE SEVERAL APPROACHES TO PUBLIC POLICY ANALYSIS, INCLUDING THE PLANNING PROCESS, BUDGETARY PROCESS, AND PUBLIC EXPENDITURE ANALYSIS, WITH VARIOUS PERMUTATIONS AND COMBINATIONS, HAVE BEEN CONVERGING TOWARD A COMMON GOAL OF SEEKING COMMON DENOMINATORS FOR ASSESSING TRADE-OFFS AMONG MULTIDIMENSIONAL EFFECTS OF COMPLEX SOCIAL, ECONOMIC, AND PHYSICAL PHENOMENA. SPECIFIC KINDS OF ANALYTIC TOOLS ARE DISCUSSED AND APPRAISED. THE FOOD CONTROL ACT OF 1936, AND THE APPROACH OF THE WATER RESOURCES COUNCIL ARE DISCUSSED. TECHNIQUES FOR APPRAISING THE IMPACT OF PUBLIC INVESTMENTS ARE NOT SUFFICIENTLY DEVELOPED. THE EMPHASIS ON SHORT-RUN CRISISES AND COMPARTMENTALIZED POLICY PROBLEMS WITHIN NARROW SPHERES OF POLITICAL INFLUENCE HAS PREVENTED ADEQUATE ATTENTION FROM BEING PLACED ON THE COMPLEX INTERRELATIONS OF THE VARIOUS PHENOMENA OVER TIME. RESEARCH IN THE IDENTIFICATION AND MEASUREMENT OF RELEVANT ECONOMIC, SOCIAL, AND ENVIRONMENTAL EFFECTS IN ASSESSING TRADE-OFFS AMONG THESE EFFECTS IS URGED.
