ECONOMIC CRITERION FOR HIGHWAY CAPACITY DETERMINATION

A METHOD IS PRESENTED FOR THE DETERMINATION OF HIGHWAY CAPACITY THAT RELIES ON AN EXPLICIT STATEMENT OF THE BENEFITS TO USERS THAT ACCRUE FROM HIGHWAY CAPACITY CHANGES. THE METHOD RELIES ON ESTIMATES OF THE EXTREME HOURLY TRAFFIC VOLUMES THAT ARE LIKELY TO OCCUR THROUGHOUT A PLANNING PERIOD ON THE HIGHWAY UNDER STUDY. SYSTEM WIDE DESIGN HOUR FACTORS ARE PRESENTED FOR RURAL LOCATIONS THROUGHOUT ONTARIO WHICH HAVE BEEN DERIVED FROM DATA OBSERVED AT THE PERMANENT COUNTING STATIONS MAINTAINED THROUGHOUT THE PROVINCE BY THE DEPARTMENT OF TRANSPORTATION AND COMMUNICATIONS ONTARIO. WHILE THE METHODOLOGY HAS BEEN PRESENTED IN GRAPHICAL TERMS IT COULD BE EXPRESSED IN ALGEBRAIC TERMS FOR COMPUTER MANIPULATION.
