HOW A LESS URBANIZED STATE VIEWS THE NATIONAL TRANSPORTATION STUDY

APART FROM ITS INTENDED RESULTS, PARTICIPATION OF THE FLORIDA DOT IN THE 1970 NATIONAL TRANSPORTATION NEEDS STUDY HAD TWO IMPORTANT BY-PRODUCTS. THE FIRST WAS REALIZATION OF THE DISPARITY BETWEEN STATEWIDE PLANNING AND LEGISLATIVE REQUIREMENTS ON THE ONE HAND AND THE ASPIRATIONS, GOALS, PROGRAMS, AND INFORMATION OF LOCAL COMMUNITIES ON THE OTHER. THE SECOND AND MORE IMPORTANT WAS THE REALIZATION THAT LAND DEVELOPMENT PATTERNS, WHICH IN THE PAST HAVE DETERMINED TRANSPORTATION SYSTEMS, MUST NOW BE MADE SUBSERVIENT TO THEM. IDEALLY, THE COMPREHENSIVE PLANNING PROCESS WOULD FIRST DELINEATE THE MAJOR TRANSPORTATION ARTERIES WITHIN A COMMUNITY AND THEN DETERMINE THE MAXIMUM FEASIBLE IMPROVEMENT THAT COULD BE MADE TO EACH ARTERY. THE MIX OF TRAVEL MODES SERVING EACH CORRIDOR WOULD BE DETERMINED BY EXECUTIVE DECISION. LAND-CONSUMPTION PLANS GENERATING TRAFFIC OVERLOADS IN NETWORK SIMULATIONS WOULD BE DISCARDED UNTIL A REALISTIC AND COORDINATED LAND DEVELOPMENT-- TRANSPORTATION EXPENDITURE PLAN WAS PRODUCED THAT MET THE COMMUNITY'S LONG-TERM FINANCIAL CAPACITY. RIGHT-OF-WAY ACQUISITION AND THE ATTENDENT LAND-DEVELOPMENT PATTERN SHOULD BE BASED ON LONG-TERM EXPECTATIONS. COMMUNITIES AND PLANNING AGENCIES SHOULD COME TO GRIPS WITH APPARENT IMCOMPATIBILITIES BETWEEN COMMUNITY ASPIRATIONS AND PROJECTIONS OF LAND-USE AND TRANSPORTATION REQUIREMENTS, SO THAT ALTERNATIVES CAN BE TESTED IN GOOD TIME. PLANNING LAND USE AROUND TRANSPORTATION, PLANNING TRANSPORTATION FACILITIES FOR LONG-TERM INVESTMENT, AND MAXIMIZING THE USE OF THAT INVESTMENT WILL ENTAIL HIGHER PATRON DWELLING UNIT CONCENTRATIONS ALONG MAJOR TRANSIT ROUTES, A PROCESS REQUIRING SEVERAL DECADES FOR STATES WHOSE PREVIOUS GROWTH HAS BEEN PREDICATED ON INDIVIDUAL MOBILITY.
