A METHOD OF EVALUATION FOR URBAN TRANSPORT INVESTMENTS, WITH DISCUSSION AND CLOSURE

A FRAMEWORK BASED ON WELFARE THEORY IS PROPOSED FOR EVALUATION URBAN TRANSPORT INVESTMENTS. THE ECONOMIC EFFICIENCY CONCEPT IS DISCUSSED AS IT IS APPLICABLE TO COMMUNITIES TO MAXIMIZE (1) TOTAL ACCESSIBILITY AND (2) TOTAL ENVIRONMENTAL QUALITY PRIMARILY BY IMPROVING TRANSPORTATION SYSTEMS. MODELS DERIVED FROM URBAN LAND USE MARKETS ARE GIVEN TO ILLUSTRATE THE COMMUNITIES WILLINGNESS TO PAY FOR ACCESSIBILITY.
