LOW COST IMPROVED ROADS IN WISCONSIN

WISCONSIN HAD ADOPTED THE POLICY OF WORKING TOWARD A SYSTEM OF HIGH-TYPE SURFACES (BRICK, CEMENT CONCRETE, BITUMINOUS CONCRETE, ETC.) AND SIMULTANEOUSLY PROVIDING TEMPORARY SURFACING ON GAPS THAT COULD NOT BE FINANCED IMMEDIATELY. EXPERIENCE SINCE 1923 IN THE LATTER CATEGORY IS DISCUSSED.
