A VEHICLE PERFORMANCE MODEL FOR HIGHWAYS IN DEVELOPING COUNTRIES

A MODEL IS DESCRIBED WHICH WAS DESIGNED SPECIFICALLY TO DETERMINE THE PERFORMANCE OF A PRESPECIFIED FLEET OF VEHICLES OPERATING OVER A GIVEN ROADWAY HAVING UNIFORM PHYSICAL CHARACTERISTICS AND LOCATED IN A PREDETERMINED COST ENVIRONMENT. INPUT CONSISTS OF VEHICLE CHARACTERISTICS, LINK CHARACTERISTICS, AND VOLUME-FLOW INFORMATION. OUTPUT INCLUDES NOT ONLY INDIVIDUAL VEHICLE PERFORMANCE MEASURES, BUT AGGREGATE LINK PERFORMANCE AS WELL. THE PRIMARY USE OF THE MODEL IS FOR THE PREDICTION OF COST-PERFORMANCE CHARACTERISTICS IN THE CONTEXT OF A LARGER SCALE SYSTEM SIMULATION. IT IS USED TO DETERMINE COSTS TO THE TRANSPORTER AND PERFORMANCE IMPLICATIONS TO THE PRODUCER WHO SHIPS OVER THIS LINK. THE CAPITAL COST OF CONSTRUCTING EACH ALTERNATIVE ROADWAY MUST BE SECURED BEFORE MEANINGFUL ANALYSIS CAN BE PERFORMED. THE MODEL CAN ALSO BE USED IN THE SUBOPTIMIZATION PROCESS ASSOCIATED WITH THE LOCATION AND DESIGN OF NEW LINKS OR THE UPGRADING OF OLD ONES. EACH PROJECT ALTERNATIVE IS DESCRIBED BY A DIFFERENT SET OF LINK CHARACTERISTICS. THE VEHICLE OPERATING COST CONSEQUENCES FOR EACH CAN THEN BE OBTAINED BY USING THE MODEL. MINIMIZING THE TOTAL COST OF VEHICLE OPERATION AND CONSTRUCTION IS ACCOMPLISHED BY RUNNING THE VEHICLE PERFORMANCE MODEL WITH THE ANTICIPATED TRAFFIC VOLUMES FOR EACH YEAR OF THE PLANNING PERIOD TO OBTAIN THE OPERATING COSTS.
