TRANSPORT INVESTMENT AND APPALACHIAN DEVELOPMENT

IT NOW APPEARS THAT AT LEAST AN ADDITIONAL $1 BILLION IN FEDERAL FUNDS WILL BE REQUIRED TO COMPLETE THE DEVELOPMENT HIGHWAY SYSTEM ORIGINALLY PROPOSED FOR APPALACHIA. THE DEVELOPMENT HIGHWAYS COULD HAVE A SUBSTANTIAL IMPACT ON THE SETTLEMENT STRUCTURE AND DISTRIBUTION OF PUBLIC SERVICES IN THE MOST ISOLATED SECTIONS OF THE REGION. SHOULD CONGRESS PROVIDE THE ADDITIONAL FUNDS REQUIRED TO CARRY OUT THE ORIGINAL STRATEGY, IT WOULD BE WISE TO IMPOSE UPON THE STATES OF THE REGION MUCH STRONGER REQUIREMENTS FOR EXECUTING A CONCERTED STRATEGY FOR REGIONAL DEVELOPMENT PREDICATED ON THE NEW TRANSPORTATION NETWORK.
