PAPER 2. MOTORWAY PLANNING

THE PAPER BEGINS WITH A BRIEF OUTLINE OF MOTORWAY PLANS AND PROGRAMS FROM THE MID 1930'S TO THE 1000 MILE MOTORWAY PROGRAM OF 1963. THE BASES OF THESE EARLY PLANS ARE THEN DEVELOPED WITH REFERENCE TO THE PROBLEM OF FORECASTING TRAFFIC GROWTH AND TO THE APPLICATION OF ORIGIN AND DESTINATION SURVEYS TO LONG SECTIONS OF MOTORWAY; COMMENTS ON THE EFFECTIVENESS OF THIS PLANNING ARE GIVEN. NEXT CONSIDERED IS THE DEVELOPMENT OF TECHNIQUES FOR ASSESSING THE NEED FOR IMPROVEMENT OF THE NATIONAL HIGHWAY SYSTEM AND THE DETERMINATION OF PRIORITIES, INCLUDING OVERLOAD FACTOR, VOLUME OF HEAVY VEHICLES, TRAVEL AND ACCIDENT LOSS AND COST/BENEFIT ANALYSIS. THE PURPOSE AND PRINCIPLES OF FEASIBILITY STUDIES ARE BRIEFLY DESCRIBED WITH REFERENCE TO TRAFFIC SURVEYS AND ASSIGNMENTS, ECONOMIC ASSESSMENT AND AMENITY CONSIDERATIONS. NETWORK PLANNING AND THE DEVELOPMENT OF A NATIONAL INTER-URBAN ROUTE STRATEGY ARE DESCRIBED WITH COMMENTS ON THE APPLICATION OF MODELLING TECHNIQUES FOR FORECASTING FUTURE TRAFFIC FLOWS. REFERENCE IS MADE TO THE LANDSCAPING OF MOTORWAYS AND THE ROLE OF THE ADVISORY COMMITTEE ON THE LANDSCAPE TREATMENT OF TRUNK ROADS. THE PAPER CONCLUDES WITH REMARKS ON RECENT AND FUTURE DEVELOPMENTS IN HIGHWAY PLANNING. A SEPARATE DISCUSSION OF THIS PAPER IS PRESENTED. /AUTHOR/
