THE SYNTHESIS OF INFORMATION AS AN IMPLEMENTATION TOOL

THE SYNTHESIS PROCESS SHOULD SURVEY AND EVALUATE ALL THAT IS KNOWN ABOUT A PROBLEM THAT CAN BE BROUGHT TO BEAR ON ITS SOLUTION. THE NEED FOR SYNTHESIS OF INFORMATION IS DISCUSSED. THE RESPONSIBILITY FOR DEVELOPMENT OF A SYNTHESIS DOCUMENT SHOULD BE PERFORMED BY A RECOGNIZED AUTHORITY IN THE SUBJECT AREA. A PANEL OF EXPERTS (WHICH MUST INCLUDE A PRACTITIONER, A RESEARCHER AND AN AUTHOR) SHOULD BE AVAILABLE TO PROVIDE ADDITIONAL EXPERIENCE AND OVERALL GUIDANCE. THE MAJOR PHASES IN THE DEVELOPMENT OF A SYNTHESIS ARE: IDENTIFICATION OF RELATED LITERATURE, PEOPLE, AGENCIES; COLLECTION OF DOCUMENTS AND INFORMATION ON PRACTICE; EVALUATION OF DOCUMENTS AND PRACTICE; AND PREPARATION OF THE SYNTHESIS. INTERMEDIATE OR SUPPORT STEPS INCLUDE SUCH ASPECTS AS LITERATURE SEARCH ETC. WAYS IN WHICH SYNTHESES OF HIGHWAY PRACTICE ARE PUT TO USE ARE REVIEWED. IT IS FELT THAT THE SYNTHESIS EFFORT IMPLEMENTS RESEARCH IN STILL OTHER WAYS THAT ARE DIFFICULT TO DOCUMENT. PROBLEMS OF IMPLEMENTING RESEARCH DERIVE FROM FAILURE TO REPORT RESULTS AND DISTRIBUTE REPORTS, FROM FAILURE BY PERSONNEL TO READ AND UNDERSTAND REPORTS, AND FROM RESISTANCE TO CHANGE. SOME OF THE PROBLEMS CAN BE OVERCOME BY BETTER ORGANIZATION. THE ROLE OF PROFESSIONAL ASSOCIATIONS IN IMPLEMENTING RESEARCH, AND THE MOTIVATION AND COMMUNICATION TECHNIQUES INVOLVED IN IMPLEMENTATION ARE REVEIEWED. THE FEDERAL-STATE COOPERATIVE HIGHWAY RESEARCH IMPLEMENTATION PROGRAM IS DESIGNED TO STIMULATE IMPLEMENTATION EFFORTS, ENCOURAGE REPORTING OF RESEARCH RESULTS AND OBTAIN FEEDBACK ON RESEARCH NEEDS. THERE HAS BEEN MUCH PROGRESS BY HIGHWAY AGENCIES IN THE IMPLEMENTATION OF RESEARCH FINDINGS, PARTICULARLY FOR RESEARCH CONDUCTED WITHIN OR AT THE DIRECTION OF THE AGENCY. RECOMMENDATIONS FOR IMPROVING TECHNIQUES OF UTILIZATION OF RESEARCH ARE PRESENTED.
