THE FEDERAL HIGHWAY ADMINISTRATION'S IMPLEMENTATION PROGRAM

THE PROMOTION OF APPLICATION AND THE PRACTICAL USE OF THE PRODUCTS OF HIGHWAY RESEARCH AND DEVELOPMENT, IS THE TASK OF THE IMPLEMENTATION DIVISION IN THE OFFICE OF DEVELOPMENT OF THE FEDERAL HIGHWAY ADMINISTRATION. TO IMPLEMENT USABLE RESEARCH FROM FHWA PROGRAMS REQUIRES A TECHNOLOGY TRANSFER ACROSS JURISDICTIONAL BOUNDARIES SIMILAR TO STATES ACCEPTING THE RESULTS OF OTHER STATES. THE FIRST GOAL OF SUCH A PROGRAM IS TO DEVELOP AN ENVIRONMENT CONDUCTIVE TO NATIONAL COORDINATION AND ACCEPTANCE OF COOPERATIVE IMPLEMENTATION EFFORTS BY FHWA, THE STATE HIGHWAY DEPARTMENTS AND OTHER USERS. KEY FACTORS IN THE ACHIEVEMENT OF THIS GOAL ARE THE SUPPORT OF TOP MANAGEMENT INCLUDING BOTH STATE AND FEDERAL ORGANIZATIONS; THE INVOLVEMENT OF PRACTICING ENGINEERS IN THE RESEARCH AND DEVELOPMENT PROCESS; PROVISION OF FUNDS; RESOLUTION OF THE PROBLEMS OF ENGINEERS; THE PRESENTATION OF RESEARCH RESULTS IN LANGUAGE UNDERSTANDABLE BY THE ENGINEER; AND THE PROVISION FOR A FLEXIBLE MANAGEMENT FRAMEWORK. THE SECOND GOAL OF THE IMPLEMENTATION PROGRAM IS THE SYSTEMATIC ASSESSMENT OF THE PROGRAM'S SUCCESS AND THE BENEFITS REALISED. TO MEET THESE OBJECTIVES, A MANAGEMENT PLAN WAS DEVELOPED WHICH CONSIDERS THE NECESSARY INTERRELATIONSHIPS REQUIRED OF RESEARCH, MANAGEMENT, AND OPERATING PERSONNEL IN THE FHWA, THE STATES, OTHER GOVERNMENT AGENCIES, AND IN HRB AND OTHER NON-GOVERNMENT HIGHWAY ORGANIZATIONS THAT ARE INVOLVED IN HIGHWAY RELATED RESEARCH IMPLEMENTATION PROCESSES. THE PLAN RECOGNIZES 6 SIGNIFICANT STAGES IN THE IMPLEMENTATION PROCESS, NAMELY, IDENTIFICATION, PLANNING, PACKAGING, PROMOTION, EVALUATION, AND ADOPTION. EACH OF THESE STAGES ARE DISCUSSED IN DETAIL.
