RESEARCH AS A PROBLEM-SOLVING SERVICE

RESEARCH ACTIVITIES, AIMED AT SHORT AND LONG-RANGE PROBLEM-SOLVING, ARE REVIEWED. ACTIVITIES IN THE AREA OF MATERIALS TESTING COVERED SUCH FIELDS AS PORTLAND CEMENT CONCRETE AND ASPHALT PAVEMENTS, SUBGRADE MATERIALS AND CONSTRUCTION TECHNIQUES, PAINTS AND DELINEATION DEVICES, AND BEHAVIOR OF CONCRETE AND STEEL STRUCTURES. RESEARCH PROGRAMS ARE NOW UNDERWAY IN NON-MATERIAL AREAS. EACH OF THESE PROGRAMS WERE STIMULATED BY A PROBLEM IN A HIGHWAY FUNCTIONAL AREA. ONE STUDY INVESTIGATED THE CONDITIONS UNDER WHICH AVALANCHES FORM, THE METHODS FOR TRIGGERING IT AND FOR CONTROLLING IT. TO OBTAIN DATA ON THE RATES OF ROAD SURFACE WEAR, A RESEARCH PROGRAM WAS ESTABLISHED USING A TEST TRACK AT WASHINGTON STATE UNIVERSITY. STUDDED TIRE EQUIPPED VEHICLES ARE NOW BEING TESTED TO DETERMINE STOPPING DISTANCE AND MANEUVERING CHARACTERISTICS ON WET AND DRY PAVEMENTS. VARIOUS MEANS OF REDUCING REFLECTED WAVES WERE STUDIED AND TESTED USING SCALE MODELS (REFLECTED WAVES FROM FLOATING BRIDGES WERE FOUND TO CHANGE PREVAILING WAVE PATTERNS). PROBLEMS WITH CONVENTIONAL EFFLUENT DISPOSAL SYSTEMS LED TO EXPERIMENTS WITH RECYCLING AND INCINERATOR DISPOSAL SYSTEMS. FACTUAL DATA WAS OBTAINED TO BACKUP LEGISLATIVE PROPOSALS ON NOISE EMISSIONS. TWO DEVICES WERE DEVELOPED IN A PAVEMENT MANAGEMENT SYSTEM PROJECT ENTITLED "PAVEMENT DEFLECTION DYNAMIC". THESE DEVICES WORK ON THE PRINCIPLE OF SHOCK WAVES TRAVELING THROUGH THE PAVEMENT. A STUDY WAS INITIATED TO DEVELOP GUIDELINES FOR JOINT DEVELOPMENT OF AREAS. CARBON MONOXIDE MONITORING IS ANOTHER PROJECT INITIATED BY THIS HIGHWAY DEPARTMENT.
