STATEWIDE TRANSPORTATION PLANNING NEEDS AND REQUIREMENTS

BY 1971 17 STATES HAD ESTABLISHED MULTIMODAL, STATEWIDE DEPARTMENTS OF TRANSPORTATION. THE PRESENT REPORT SYNTHESIZES THE METHODS AND TOOLS ADOPTED BY THESE STATES FOR THE CONDUCT OF STATEWIDE PLANNING. THE MAJOR CHAPTER HEADINGS ARE THE FOLLOWING: DEFINITION OF STATEWIDE TRANSPORTATION PLANNING (STP), GOALS OF STATEWIDE PLANNING, ORGANIZATION FOR STP, DATA REQUIREMENTS AND MANAGEMENT, ANALYSIS (METHODOLOGY AND SIMULATION METHODS), FORECASTING REQUIREMENTS AND PROCEDURES, AND PLAN GENERATION AND EVALUATION. A BASIC DISTINCTION IS MADE BETWEEN PASSENGER MOVEMENT AND GOODS MOVEMENT AND IS USED THROUGHOUT THE REPORT.
