ENVIRONMENTAL QUALITY IS RECOGNIZED AS AN OBJECTIVE OF TRANSPORT PLANNING WHICH PRESENTS EXTREMELY DIFFICULT TECHNICAL DESIGN PROBLEMS AND ECONOMIC PROBLEMS. THE SOLUTION OF THESE PROBLEMS CAN BEST BE ACHIEVED IF ENVIRONMENTAL OBJECTIVES ARE PROPERLY APPRECIATED, AND IF QUANTIFICATION AND ECONOMIC EVALUATION ARE NOT COMPETITIVE WITH DESIGN SKILLS BUT ARE PROPER COMPLEMENTS TO THEM.
