TRANSPORTATION PARADOX AND THE FEDERAL RESEARCH AND DEVELOPMENT FUNCTION

ANTICIPATED INCREASES IN TRANSPORTATION OUTPUT AND DEMAND ARE MASSIVE. FEDERAL TRANSPORTATION RESEARCH AND DEVELOPMENT FUNCTIONS WERE INADEQUATE RELATIVE TO TECHNOLOGY BEFORE 1966. THE U.S. DEPARTMENT OF TRANSPORTATION HAS CONSOLIDATED THE FEDERAL TRANSPORTATION RESEARCH AND DEVELOPMENT FUNCTION, ASSIGNED RESEARCH PRIORITIES, AVOIDED DUPLICATION, IDENTIFIED INTERNAL AND EXTERNAL RESEARCH NEEDS AND INTERFACES--ALL DIRECTED TOWARD ACCOMPLISHING THE AGENCY'S OBJECTIVES. EMPHASIZING SHORT- AND LONG-RANGE PLANNING; TRANSPORTATION RESEARCH AND DEVELOPMENT IS ESSENTIAL IF THE CAPABILITY, POTENTIAL, AND REQUIREMENTS OF THE DOMESTIC TRANSPORTATION SYSTEM ARE TO BE PRAGMATICALLY EVALUATED AND ACHIEVED. /AUTHOR/
