INFORMATION SYSTEMS SHOULD BE DESIGNED TO HARMONIZE WITH THE STRUCTURE OF THE ORGANIZATIONS THEY SERVE AND TO BE SUFFICIENTLY FLEXIBLE TO ACCOMMODATE CHANGING DEMANDS IN THE RELATIONSHIP BETWEEN DECISION-MAKING AND REPORT-FORMATTING.
