Voter-Supported Growth: Pay-To-Play Tax Plan Finances Five Years of Road Improvements.

This article describes a technique used by the East Baton Rouge Parish (county) in Louisiana to finance five years of road improvements. This "pay-to-play" tax plan finances 50 miles of road expansions, nine intersection upgrades, a new interchange, 26 new bridges, and a large-scale traffic light synchronization project in downtown Baton Rouge. The author describes the financing steps, how the plan was presented to and subsequently approved by the voters, the work of evaluating the backlog and choosing projects to tackle, the use of an upbeat logo (a green light traffic signal), and the choice of a local program management and civil engineering firm. The author reports that half of the projects are now underway or already completed, thanks to incentives coordinated by public works. The program reached the early stages of construction, post-Hurricane Katrina, with a significant decrease in material costs and increasing contractor competitiveness. In addition, the projects have resulted in the creation of hundreds of new jobs
